All hiring requests at UC Davis Health are reviewed by the Workforce Management Committee. 

Scope

Workforce management applies to all staff positions at UC Davis Health. This includes all departments, School of Medicine, School of Nursing, physicians and staff.

Position types include:
  • Career (part-time or full-time)
  • Per diem
  • Temporary/TES (Temporary Employment Services)
  • Short term/limited
  • Contract - temporary staffing, consulting or professional services
 
Position actions include, but not limited to:
  • Reappointment
  • Extensions
  • Waiver of recruitment (net new FTE)
  • Internal recruitments (net new FTE)
  • Retiree hire

Workforce Management Process

A department will follow this process after determining it is necessary to fill a vacant position:

  1. Workforce Request Form is completed and submitted by Hiring Manager, job description and organizational chart are attached.

    For New Positions:
  2. Workforce Request Form is auto-routed for approvals through Smartsheet.  
     
  3. Once approved at all levels, requests are submitted for review by the Workforce Management Committee, which meets on Tuesdays.  
     
  4. After committee review, the Executive Director (or designee) is notified of Workforce Management Committee decision:
    • Request is Approved - Hiring manager to follow hiring process.
    • Request is Denied - Hiring manager may appeal request by reaching out to the Workforce Management Committee at hs-workforcemanagement@ucdavis.edu.

Failed Recruitments

When a recruitment for career positions fails (e.g., unable to select a candidate):

  • Approvals are valid for 6 months from the initial decision date if the department wishes to re-post or re-advertise the position.
  • If there are any changes to the initial request or it has been more than 6 months from the approval date, a new WFM submission will be needed.

Workforce Management Committee

The role of the Workforce Management Committee is to assess vacancy requests in alignment with the purposes and the principles of the workforce management guidelines.

Members of the Workforce Management Committees will represent UC Davis Health as a whole, have both a broad and an in-depth understanding of the organization, and will be balanced, thoughtful and objective in their duties.

The Workforce Management Committee will meet weekly on Tuesdays to review all requests submitted by end of day on the previous Thursday.

Requests will be evaluated based on the following criteria:  

  • FTE Variance, year-to-date 
  • Salaries and Wages Variance, year-to-date 
  • Productivity Data, if applicable  
  • Vizient ODB, if applicable 
  • Necessity of hire
